I'm very suspicious of this. The domain name that this promotion uses isn't owned by ebay and is registered to an individual in Switzerland. http://whois.domaintools.com/ebay-promotions.com

Smells like a phishing scam to me even if they are somehow giving legitmate vouchers out.

I agree, I don't like the look of this at all. Have reported the thread to the forum team to see what they think.
