Gift card rights

I have purchased a £50 gift card from Tesco.It is one that can be used as a visa card. When I try and use it payments are refused. I've phoned the number on the card and the person I spoke with says there is no credit on the card and to go back to Tesco. Tesco say they don't give refunds on these cards and my dispute is with the card company. Which is right?
