Are the Housing Association in any way liable given that the carpets could not be fitted due to the (possibly?) uninhabitable condition of the flat?

I doubt they would accept liability.

That's a crazy high charge. I don't care how you write it, by day per carpet, by hour, by week, it's a crazy charge in this situation where they've not at any point expressed their dissatisfaction or advised you of out of contract charges!

Hard to tell them to shove it since they have your carpet and you need them to fit it - but you should certainly have stern words with them explainig you didn't think it was a problem since they never mentioned these charges nor showed concern. Offer to pay a nominal fee of say £50 at most.

Legally though I suspect they'd be entitled to recover their losses only - which I struggle to see any. It may be taking space, but rent is not consequential to this unless they couldn't store other stock because of it - which I doubt.
Unless of course they gave you notice that it needed collecting or charges would apply which they didn't.

Oh and I don't see how the HA would be liable - especially since you don't seem to have given them any opportunity to mitigate the costs

Look at your original purchase receipt/documents. Any terms and conditions on the back by any chance?

I still personally dont think its acceptable to let the shop store the items for 6 months without them receiving anything for it. Two rolls of carpets are not exactly small items.

That would depend on how the conversation went when the OP called to "cancel" and what may or may not be on the paperwork

The OP is very vague about the details.

It does seem strange that the seller just accepted a never ending delay without any further charges

Equally I don't think its acceptable that the shop has not been in contact with the OP if they had the intention of charging a figure seemingly plucked from thin air.

I don't think the way it was dealt with by the retailer is an acceptable way to run a business.
