    Hmmm. Not sure that would work as I am under no obligation to provide a response to you and you have not provided any consideration and there is no meeting of minds. But good try.

    What the hell are you talking about? How do you think the money for state "benefits" is provided? I thought people on this forum were slightly more open-minded than you all appear to be.

    When a country is effectively bankrupt like the UK then ALL of the money from taxation goes to servicing the debt (or more realistically the interest on the debt). The Government does deals with the IMF, World Bank, European Bank to get a loan of money year on year at interest and that is secured upon the country's credit rating, which is effectively backed up upon the mugs like me who will work and give away 40% plus of the money I EARN through sweat and labour (and giving my genuine time to be with my family).

    So don't try the, "you owe your masters" !!!!!!!! with me. I owe the Government absolutely nothing!!! And, surprise, surprise nor do any of you.

    If you don't believe me, write to the treasury office and ask for a balance of your account (i.e. MR JOE BLOGGS, NATIONAL INSURANCE Number XXXXXXXX). See what it stands at? I'm pretty certain you won't receive a response.

    But we digress.

    How are they unwilling to form a contract? Explain it to me. The document included with the returned and completed census said quite clearly "if you do not return this with the seals intact within 14 days you accept the terms of this notice and a legally binding and lawful contract is formed". So how, by keeping hold of the census after 14 days of receipt is a contract not formed?

    Geez. Look, it is very simple. You are required to provide the data. By providing the data, you have given it to them to use as they see fit. By not returning the data (seals intact), they have not formed a contract with you because the data already belonged to them. You are not entitled to any money for your data and you have not formed a contract by omission.

    Which bit of THEY ALREADY OWNED THE DATA did you not understand.
    I appreciate there is an obligation upon them to conduct a census and collate the data they receive and produce a report and or reports upon it, and I appreciate that there is an obligation upon a person to provide a census return. If they did not want to enter into a contract they had every right to return the census and claim that I did not fulfil my obligations or making a return and take any actions they felt necessary and given to them under the act. The fact that they didn't means that a) they agreed that I had met with my duties, and b) they were willing to enter into a contract OUTSIDE of the Census Act 1920. They have their data, I met my obligations, they owe me money in accordance with our contract

    There is NO OBLIGATION ON THEM TO FORM A CONTRACT WITH YOU.
    I am not a solicitor, which should be obvious for a number of reasons, not least challenging the status quo. Are you?

    I'm surprised that you didnt realise you cannot bring a small claim against anything other than a person or private company or business. The ONS is a non ministerial department of the government. You are trying to sue the government of the United Kingdom through the small claims court for £5000 you are not entitled to. Good luck with that. :rotfl:
    Costs (assuming this is allocated to the small claims track) are limited to a certain amount. Barristers blah blah blah. Are you for real!!

    Did you miss the bit where I said PUNITIVE costs can be awarded against you at the discretion of the judge.

    With regard to barristers...they can send any expert witness to defend the case that they see fit and seek costs for that witness up to £200 per instance.

    Edit...I just checked and the upper limit for expert fees is now £750 per witness as of 1st April 2013.
