Parking Control Management UK charge

Hi everyone,

I received a parking 'charge' 12 days ago from PCM UK for parking on a private road without a permit. In all honesty I did not see the sign as it was behind me on the other side of the road. I caused no damage or loss to the land and was not obstructing any driveways etc. It's for the standard PCM amount of £100 reduced down to £60 if I pay within 14 days.

I was the driver but I'm not the owner of the car.

Furthermore there is a spelling mistake of the location - does this invalid the ticket?

I've read many previous threads advising to ignore any letters as they have no way of enforcing the payment. Is this advice current and correct? I need to know whether or not to contact them refusing to pay the charge.

    PCM aren't huge but they do infest Bluewater and Meadowhall. They are usually on time with their NtK.

    They've recently left the BPA and joined the IPC. Have a good read of the signs and "ticket" and compare to the NtK when you get it. They will try and confuse you with some contractual charge nonsense but they still refer to breach and "Failure to comply" so you will beat them on no genuine pre-estimate of loss.

    This is easily won in the end although you'll need to 'gen up' on the IPC code of practice seeing as PCM have moved away from the BPA to the IPC, as AoD rightly pointed out to you.

    Means you won't get a POPLA appeal but you will get an IAS version of the same thing as the second stage. We can help the you to win - send the template first appeal in the link to kick it off. Don't change any wording.

    If it's OK for you to appeal in the keeper's name (e.g. if it's a family member) then in fact I would WAIT for them to get the NTK. But, as you are the driver, is it imperative that you have to be the one handling the appeal (bearing in mind you throw away POFA 2012 as an appeal point if you do that)? If so, if you really HAVE to (such as if it's a company car or belongs to a wuss who will pay at the first sniff of a 'charge') then send the template appeal NOW, changing the wording to 'I am the driver' rather than 'I am the registered keeper'.

    Please also show us a picture of the sign on site if you can get a photo. The words are important on the sign and on the NTK if you wait for it (which IS the best option).

    My Dad is the registered owner so I'll just wait for the notice to come and appeal in his name.

    I have a picture, albeit a very small one, of the sign but I am unable to post links as a new member. If and when the notice comes I'll go and get a better version for comparison.

    I would be very surprised if the sign has been changed yet. Does the sign mention BPA on it? If so it is still the old sign and will probably mention failure to comply somewhere on it.

    Also if you check the "ticket" you should be able to confirm it says "breach" on it even though it has the IPC logo on it.
