DRP letter from secure a space, help!

just recieved ANOTHER letter asking for £149 and threatening me with court action. This letter states I didn't display a valid permit, though the carpark is free?
I was charged with the fine on 17/12/2013 and this is my second letter asking for money, though the first threatening me with court action. It says its my last chance to pay before they give my details to the creditors solicitor.
the creditor is secure a space. I read on the forums to complain UNLESS its issued by secure a space, but then couldn't find anything else on it:
Please help, I only have until the sixth of may to either pay or complain and I'm stessing!

You need to read the NEWBIES sticky thread - especially post #4 Debt collector stage - see link below.
Also was the initial "ticket" you got from Secure-a-space a windscreen notice or a postal notice? And it's NOT a Fine btw - private parking companies can not issue fines.

If there was no windscreen ticket and the Registered Keeper and the driver are different people - follow the advice about naming the driver to discharge keeper liability which will then result in Secure-a-space sending a notice to the driver in their own name - once this is received it should be appealed as per the advice in post #1 of the same thread above using the template 1st appeal letter.
If you get a Letter Before County Court issued by either Secure-a-space or a solicitor acting on behalf of Secure-a-space come back on - see advice on post #5 of NEWBIES link above and LBCCC fightback help in link below

p.s. Secure-a-space do not seem to issue court cases but that could change and they have 6 years to decide whether to bring a case in the small claims court.
Even if they do which is unlikey such cases are very defendable.0 -

Ok, there's a letter template to appeal in the NEWBIES thread that I was looking at before, but didn't know whether to use it or not. Do you think that will work? If I send that letter to secure a space and then another to DRP saying that I deny any debt, to refer it back to their client and to not contact me anymore, will that be ok?
I've read a lot of the notice boards but finding them all a little difficult to understandsorry for being a massive pain! And thank you again!

Not to worry as it was windscreen notice there wouldn't be an option now to name the driver anyway.
You could try a late appeal as RK - send it to Secure-a-space (not DRP) as per the 1st appeal template letter in the NEWBIES thread in the hopes of getting them to accept a late appeal and issue you with a POPLA code but they are under no obligation to accept it.
Even if they don't accept it - the fact you tried to resolve the dispute by requesting access to their alternate dispute resolution procedure can be useful should they ever decide to bring a claim (which is unlikely).
And yes you can send the letter to DRP denying the debt.0 -

If so then read post #6 of the NEWBIES thread and get the BPA and DVLA email addresses from there. Email both to complain that Secure-a-Space did not send any Notice to Keeper at all so you have had no opportunity to appeal, as registered keeper. This is a breach of the BPA Code of Practice and you require a NTK so you can appeal and use POPLA as keepers are allowed to do. Do not say who was driving and do not imply it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
