Failure to respond to PCN challenge

Hi,
I was sent a PCN from G24 in December which I challenged within the stated deadline, I did not receive a response until late Feb, which was a Final Notice and it also stated I had missed the deadline to appeal. I responded again quoting the recorded delivery reference number and providing proof that it was signed for. I stated that I had not been given a decision on my challenge or an appeal. I received no further notices until I received a letter from the Debt Recovery Services last week stating I now owe £110.
Are the Parking Charge companies required to give a right of appeal? They claim that I appealed out of time, but I was never given a chance to appeal and my challenge was within 3 weeks of the initial letter.
