Furness General Hospital

Visited the FGH (Barrow-in-Furness) the other day and as expected the car park was 'pay and display'. Quite apart from the national obscenity that is hospital car park charging, I wondered about the following:
(Incidently, ticket price was an awkard £2.15 per 2 hrs and of course the machine didn't give change, so most people will over-pay, but that's by-the-by).
On the signs there was no mention of any scammers running the car park. In fact, no mention of any sanctions whatsoever. The whole thing seemed to be done on trust. I paid up - I can't be bothered with the hassle you have to go through these days when dealing with the scammers. There was a large red area on the signs that seemed to have been painted over. Maybe the hospital is in the process of moving from one scammer to another, or maybe they do just operate the whole thing on trust. If the latter, you could presumably park without a ticket and expect no comeback? Not that I'm suggesting that, if they really do operate on a trust basis (unusual if they do).
Any thoughts?

No, it's part of Morecambe Bay NHS Trust.
I wonder what's happening in Northumberland now?
Just noticed - Parking Eye don't have a Wikipedia article about them, but Capita do ...
