MET parking charge notice - non-POFA?

Hi,
Ive received a PCN from MET (unfortunately I can't attach it here - "Sorry as a new user you are not allowed to post with links"). I was planning to appeal with a template from the newbies thread, but then noticed that they don't mention the POFA explicitly anywhere. Does this change anything?
The car park is at the local community center. Could it be covered by the by-laws?
All of the POFA requirements seem to be met. I have only noticed this one: para 8.2.h of POFA states that the notice must "identify the creditor and specify how and to whom payment or notification to the creditor may be made;"
But the PCN doesn't explicitly say anywhere how to notify the creditor. Not sure if that makes the notice non-compliant with POFA though.

No it doesn't change anything. But the appeal should be sent when you get the NTK (first postal notice) so is that a postal PCN? If a windscreen PCN, wait as per the advice in the sticky.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Please get a free proof of postage from the post office if sending through the mail. If sending through popla site they should send a confirmation email to you.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
