Parking Eye - Employee Hospital Car park

I've read through the guide for handling this but I just want to make sure.
I am the registered keeper of the vehicle but it was my wife driving it at the time. She parked in a hospital car park for employees only. To register the car in the car park she has to register the number plate on a machine at a reception. For some reason she either forgot or the machine didn't work / entered wrongly. The machine does not give a receipt of entry.
Do I still go down the standard template approach [1] or do I tell them my wife was parking in the car park, she is an employee and the machine didn't work. I obviously have proof she is an employee. They can check that the car was entered on the machine other days of the week.
I was initialy going to ignore this and have now received my second notice (£70 now, all received in post), it was only by chance I checked online and found this forum, that the law has changed.
I have asked her to find out about the seeing if the hospital can cancel the charge but it seems the machine is unmanned and there isn't really anyone in charge of it, seems to be a case of no one knows anything.
So, should I just use the standard template approach, which suggests not giving away any details of the driver or should I just explain that she is an employee (provide a copy of work id) and imply that their machine didn't work correctly.

Was there a ticket on the car? If not then the first notice (through the post) was your Notice to Keeper, so at 2nd notice you're probably too late to appeal. *
Wait for others to respond before deciding on a course of action.
* Well, it is technically never too late to appeal. But PE are not bound by the BPA CoP to consider appeals after 28 days from the NtK date.0 -
Yes the first letter came in the post and I ignored it, didn't realise until now the law had changed. Can I say I never got the first letter? Then I could let them know who was actually driving the vehicle and reset the time allowed (28 days...) ?

Yes - do what the NEWBIES thread tells you for this circumstance 'if too late to appeal'. That does not involve pretending a letter didn't arrive.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I wrote to them informing them who was the driver, using a different address to my own, a week or so later received a letter saying they had cancelled the ticket.
I have not received a fine at the address I gave them, guess they couldn't be bothered.

I kept it very short, was sent first class, not recorded.

The driver at the time of the alleged offence was,
[Another address here]
This information under POFA 2012 discharges any liability against myself as the keeper. The driver at the time has not been passed your letter.
