    My local council has adopted a similar approach but in my case towards landlords with lodgers. They refused to reinstate my single person discount when my lodger moved out in December last year unless I provided the lodger's new address. Then later in February, when I got a new lodger, they rang me to ask why I hadn't let them know. His previous landlady had provided my address. I pointed out that my liability for council tax hadn't changed as my house was not my new lodger's main address.
    I really hope that someone takes the council to tribunal over this issue.

    You give the landlord's name. The OP is referring to owner occ. houses anyway.

    There was one a few weeks ago, it was about the granting of single occupancy discount but it was the same issue. And I think there was another one in which it came up, but I might be getting confused.

    I tend to agree with you that if you know it and want to give it that's fine, but that for councils to try to insist that you must tell them or they will cause you difficulties just seems far too much like blackmail to me. There may be legislation to say they can do it (I seem to remember somebody quoted something in the other thread) but I'd be interested to see whether the courts agreed with it should somebody refuse to provide the information.

    As I said, I wasn't asked :) But if I knew I wouldn't have any problems giving them it. However, I've noticed any time I've moved into a property, the bill usually comes into the occupier in the first instance.
