Claiming travel expenses at a job interview

Before I attended a job interview with a local authority I checked with HR that I could claim this back as it was a 150 mile round trip. After the interview I spoke with someone who said they would arrange the payment. However 6 weeks later I had not heard from them so telephoned, only to be told I had been misinformed and only the successful candidate can claim mileage. This seems highly irregular, I have never heard this before, either they will pay all candidates or they don't, especially not for a local authority. I feel they are fobbing me off. What can I do about this/where do I stand? I had to book a day off and spend pay for travel out of my own pocket and feel they have mislead me.

Can't say I've ever heard of somewhere paying out for applicants to attend interviews...? Could end up having to pay out loads. I've certainly never come across it.0

in the NHS they pay the expenses was thinking it was only the UNSUCCESSFUL candidates but seem remember getting paid when i travelled from scotland to Lincolnshire? (when I got the job)
It was public transport rate in the UK only or s much a mile (so only from an airport if you flew in)0
