Dodgy work by builder

A couple of months ago I had some minor work done to a windowsill that had a gap between the sill and the window frame which was allowing water into the brickwork.
However the paint on the windowsill and frame has already started to crack and peel, and the silicone sealant has started to come away from the frame.
Is this kind of work normally guaranteed? and what sort of recourse should I have for a problem like this?

It probably should be guaranteed....
But this is MSE...
So how about DIY?
I'll be less hassle than getting the builder back, unless he volunteers from a single call.0
