Cannot register with Prometric site (UK)

I am trying to register with the Prometric site but it just will not let me (https://www.register.prometric.com/CreateProfile.asp), it just refreshes the page instead of submitting with no explanation as to why.
I am from the UK but notice the fields “State/Province” and “Zip/Postal Code” remain red (required) even though there is no state to select.
Can anyone here try registering with the site to see if I am doing something wrong? I've tried Firefox and IE
