Leak in our GRP roof

We had a GRP roof put onto our garage conversion one part of which is used as an office and the other as a consultation room. There have been two leaks in the consultation room but we haven't been able to ascertain the source, and the leaks have been in two different places.
At one point the leak was dripping onto the floor but when we put our hands into the roof cavity, through the holes where the spotlights are fitted, there is dust and no apparent dampness or wet that we can see/ feel. The leaks are by no means terrible but of course we want to fix the problem.
It happened during a period of very heavy rain, although it had rained before and there had been no problems. The garage area and office have had no problems at all. We have tarpaulin over where the leaks were and there have been no more issues so far (and there has been a lot of rain).
The builder has suggested coming back to apply another layer of topcoat to reseal/ waterproof the roof. In your opinion is this the right thing to do? We can't see the source of the leak. There is no apparent default on the roof when we look at it and there are no puddles of water or dips. Any advice would be appreciated.
The roof was finished in November 2013 and leaked in January 2014.
