Well you engaged the services of your own insurer by having them inspect the vehicle. This is usually outsourced and costs money - they wanted the money back and when the third party insurer didn't pay they wanted to officially make it a claim against your insurance policy.
Sounds more like you mishandled this one
Yes, it sounds like the costs the Insurers incurred were the engineers costs for the inspection and / or storage charges and / or transportation of the vehicle costs and they are struggling to recover these from the other party.
A call to the Insurers to nudge them to pursue the other party should get the ball rolling in recovering the excess and no claims bonus0
