Income Based ESA and Carer's allowance

If someone is claiming IB-ESA (not contribution), can they claim Carer's allowance? I know CA with ESA is considered an overlapping benefit so you end up with only Carer's premium but on the official website https://www.gov.uk/carers-allowance/eligibility it clearly states contribution based not income based.

If you are claiming income based ESA then you can claim Carer's Allowance but the money is used as income and deducted from your ESA. You will then be given a Carer's Premium on top of your ESA.
So in effect you get the same amount of money plus the Carer's premium. (CA + reduced ESA + Carer's Premium.)
Please be aware that claiming CA may affect the person's benefits that you are claiming for.

See above it says contribution based esa, nowhere does it say income based. I mean..I dont know.You may not get Carer’s allowance if you are paid £61.35 or more for:- Bereavement Allowance
- contribution-based Employment and Support Allowance
- contribution-based Jobseeker’s Allowance

- Industrial Death Benefit
- Maternity Allowance
- Severe Disablement Allowance
- State Pension
- training allowance
- Unemployability Supplement – paid with Industrial Injuries Disablement Benefit or War Pension
- War Widow’s or Widower’s Pension
- Widowed Mother’s Allowance

Contribution based ESA and CA are overlapping benefits. That means that you cannot receive both ie you will get no money for your CA - you are not entitled to it.
Income based ESA and CA are not overlapping benefits so you can receive (actually get the money in your hand) CA but it is counted as income so will be deducted from your income based ESA but then a carer's premium is added on to your reduced ESA.
I believe that overlapping benefits are those that are based on NI contributions. With contribution based ESA there are no premiums added (carer's or disability). I believe contribution based benefits are from another 'pot of ' money and are dealt with quite separately.
