Those again- PE and DR+!!

Hi I'm a newbie here but have been following for some time so thanks for all the useful info & advice!
Basically my in laws got a parking charge from PE last May for overstaying in a free car park. They are registered keeper and I was the driver. I followed old advice and ignored it. Then wrote to PE in July basically giving my details and also an appeal.
Didn't hear anything till a couple of months ago when DR+ wrote asking for £150 payment for debt. At that point I went to matalan where I had shopped but had no receipts where they did try to help but stated they couldn't cancel the charge.
Since then I've written to PE online explaining my details and attaching letter I sent in July. DR+ then wrote to in laws saying it was too late to give driver details (which I know is a load of rubbish!!).
I then wrote to PE again giving POFA guidelines (as sample letters on here- thank you!) and driver details.
This was followed by a DR+ letter claiming they will recommend legal action blah blah!
So my last (and only) correspondence with them was to deny the debt and state i have given driver details on 3 occasions to PE and that the matter will be considered harassment. I also followed this up with a letter to PE asking them to deal with the driver ( this was all written as from RK aka the in laws who are panicking by the threat of court action!!) and also complained via email to matalan again.
Now today the RK have received ANOTHER letter from DR+ asking for payment of £150 which is exactly the same as the 1st letter they sent back in February!!
Any advice? Do I ignore or continue to deny & dispute?
I'm sure this is a matter for complaint but who do I complain to?
I'll just clarify I'm the driver but dealing with all correspondence on behalf of RK as they are panicking that they will be taken to court! I've had no notice to driver so can't appeal it- or can I?

    post #4 of the newbies sticky thread clearly details information on debt collectors like DR+ , who cares if they send out 4 letters or 40 letters, there is nothing DR+ can actually do apart from this harassment by letter

    as you have mentioned, you can and have clearly told PE who the driver was, keep copies of this correspondence , keep reiterating it to PE, ignore dr+

    if the RK gets an LBCCC from PE then they must respond according to the LBCCC thread in the crabman sticky thread , again naming the driver (to reset the clock)

    you could try a complaint to the BPA but I doubt this will get anywhere , so I am afraid its carry on banging on at PE , ignoring DR+ and watch out for any LBCCC or northampton court papers

    parking on private land is unregulated, so nobody to complain to, except the "boys club" known as the BPA

    Thanks :) I have kept all copies of correspondence for evidence in the event legal action is pursued- surely they can't seriously pursue against the RK as they have driver details??!!
    I wish they would serve a NTD so that I can appeal and request POPLA code . I have requested matalan send me details of the landowner so that I can make a complaint of harassment but no reply yet!

    To clarify, have you at any point received any communication yourself from PE? As opposed to the letters that have gone to your in-laws.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    Here is a link to an explanation I wrote for OP flying_girl (who is having similar problems to you but with Excel).

    It covers why (providing court proceedings have not been initiated against the RK) they can name the driver at any time and it could be adapted for a final letter to the parking company from the RK.

    It may not help get a Notice to Driver out of them but at least it lets P E know the RK is aware of their rights and should they try to initiate proceedings against them it could also help their case.

    There is a far better way of letting PE/DR+ know that you understand your rights and that is to send them a LBA. ;)

    No! None whatsoever!
    I'm dealing with the letters instead of the in laws- so they don't have to deal with the hassle!

    ColliesCarer- thank you! I used something similar that I found on here in my reply to them.

    in theory , up to 6 years , if they wanted to enforce anything under the small claims court

    Complain to the BPA and email PE IN THE NAME OF THE KEPER, to rattle their cage for a PCN to be sent to the driver. Keep all letters & emails.
