Lloyds TSB Stalling?

I filled in PPI forms for 2 loans I had and dropped them in the postbox. A week later I received a letter offering me £3840.
I sent back the 'i accept' portion of the letter and was told to wait 28 days for payment.
35 days later and no arrival of money so I called their PPI line (0345 601 2683) and was told it was in the final stages and the money would be going into my account that night...
The next day...nothing. I've just called them again and 'Gia' from Manilla has told me it's being dealt with and I will receive funds once they have sorted things their end.
I asked to speak to this guys boss/manager and he told me he didnt have one and that there's no one of rank to speak to in the building. I asked for the number of those dealing with my case directly and he couldnt give it to me or put me through to them.
Is this just an annoying waiting game now or are there other ways to get this sorted seeing as Lloyds dont seem to care that much.

UPDATE
So 4 days on and still no answers. I called the ppi number again, asked for the email address of the department that my case had been 'escalated' too, fired off the email only to get an automated response telling me my best option was to call the number I had just hung up on!
I then speak to lloyds on a social networking site, they tell me they have forwarded my concerns onto their designated ppi team... once again the people I have just spoke to on the phone!
I tell them this isn't good enough and that I would like to speak to a UK based manager or similar and they refuse to acknowledge what I've requested, just palming me off with "please be advised our designated ppi team are dealing with your case!"
What steps, if any, can I take here because at the minute I just keep going round in circles and ending up with these magical people over in the ppi centre that don't seem to care much if anything happens or not.0 -
You could make a complaint against the PPI team itself for not honouring the promised timescale.

Sooo, for anyone that may be following..
I have just called the PPI line again
I was told I would not be receiving a payment for the original amount as my claim has been recalculated and I would be receiving a 'final offer' in the post which is £25 more than the original offer I agreed to.
So all this talk of 'the money will be with you within 28 days' was rubbish as apparently they have to carry out a final offer calculations.
Not sure how long I will be waiting now but the guy on the phone made it sound like it should be days and not months.
I can only hope.0
