Welcome Finance two loans pre Oct 2000

I had three separate loans with Welcome finance - taken out in October 1999, April 2000, Feb 2001.
I have written to Welcome who told me they could not help and that I would need to follow up with the FSA.
Having spoke to FSA they also said that they couldn't help and that I need to contact the underwriter Aviva.
I contacted Aviva who have made an offer on the loan taken out in 2001 but said they cannot help with the other two as they were only the underwriter after Oct 2000.
My question is , does anyone know who the underwriter was before that and has anyone had any joy with claims on loans taken out before Oct 2000.
