Recived a parking charge notice

Hey I received a parking charge notice Civil enforcement LTD today which is 16 days after I committed the apparent offence. The issue date how ever is 2 days 13 days after the incident. They are trying to charge £60 for being in a car park for 21:42 seconds. car park was completely dead and I will admit i did not pay because the machine wouldn't accept the change I had on me. Parking is usually a £1 for 1 hour.
Due to the machine not accepting he money i put in I decided to go to the co op which i was going to anyway. If you spend a fiver there you can claim your parking back. I spoke to one of there emmployees before buying anything and they said Ì wont need to worry about it if i brought over £5. So I brought the essentials which i went there for which added up to around £9 something. and just to make sure i asked the emmployee at the till the same andd they gave me a similar answer but told me the camreas aren't working at the moment anyway so i wont need to pay plus i spent over the amount i needed to to get a refund. so i left it at that and 16 days later i get the notice though the door.
sorry for the poor grammar and spelling words have always puzzled me due to being dyslexic

If this happened in Scotland then just ignore it, and ignore any subsequent corresponence you receive. If it was in England or Wales then see the stickies in the Parking sub-forum on how to submit a POPLA appeal.0
