I am in receipt of your letter post marked xxxx received today xxxx.
I refer you back to my original letter acknowledged as received by yourselves on xxxx. The terms of my appeal are clearly stated in the letter. As you have chosen to ignore my appeal against the PCN as the registered keeper of the vehicle, I consider this to be a rejection of the appeal. BPA and POFA 2012 rules allow the registered keeper to appeal a PCN. Your claim that you are unable to process my appeal is spurious, as you should be aware I am under no legal obligation to supply any details if known of the driver the vehicle. Having rejected the appeal, please forward a valid POPLA code or cancel the PCN.
Please note that the following practices are also considered to be a breach of the code of practice of the organisations you claim to be members of:

- asking the registered keeper to enter into further correspondence to obtain a POPLA code
- failing to supply a POPLA code within the rejection correspondence
- appearing to indicate that the issue of a POPLA code is conditional on the details of the driver of the vehicle being supplied.
For your information, I intend to forward a copy of your letter to the BPA, the DVLA and the AOS as evidence of your non compliance with codes of practice. I also intend to inform my local MP and the OFT.
I suggest that you seek to mitigate your non compliance by supplying a POPLA code by return of post or cancelling the PCN.
Any help would be appreciated especially if I need to reference any legal stuff etc
