Excel Parking - PCN - Couple of things to clarify

Hi,
Annoyed at my wife for even using this particular car park as it is a nightmare but enough of that...
She visits car park managed by Excel for an hour, she says that machines were not working on the day, so could not enter her details...
However I rang them today (no specific details given) and said she should have rung them to give details... snotty bloke etc
ANPR PCN received.
Also went into shops that are around the car park, and bought items in cash, but now has no receipt. Is this then with no proof worth discussing, she think she spent about £20 in B&M
Is it worth mentioning either of these two points on the appeal back to Excel. The signage about what to do if both machines are out of order is not clear in my view, but I doubt that will get me very far.
Also lastly asking for registered keeper (me) to provide details of driver (her)
Can I appeal directly or do I have to give her details up first (I am guessing not)

no you dont have to name the driver, definitely do not do so , nor imply it either

I have done one before so I am familar with the basic appeal process etc.
As for the reason for no payment then is it worth stating that both machines were out of order?Nothing to see here :beer:0 -
of course you can mention it, by saying , "the driver on the day says that both machines were out of order"0
