UKCPS - 11 digit POPLA reference?

Hello
I have been reading here and finding a lot of great help and advice. I have followed the 'newbie' thread and am now at the stage where UKCPS have rejected my 'appeal' and have given me a POPLA number. I have just checked the number on the Parking Cowboys site and have realised it is 11 digits not 10 and therefore invalid. What should I do?

report them to the DVLA and the BPA as per the details in the newbies thread, a breach of the BPA CoP0

only if you did this by letter and inform them of the reporting to the BPA and DVLA
ideally you still need a valid code so maybe wait a few days whilst the BPA sort it out ?0 -
I have emailed the BPA and will wait until the beginning of next week. Will give me time to work on the appeal! Cheers.0

I don't see why you don't contact ukcps on this, it maybe a mistake by them, though it's not likely as it's probably part of their scam of not going to popla. And in terms of popla, complain to them that you wish to appeal but you cannot because of thatWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

The BPA emailed back today and resolved it by telling me there was an extra zero in the wrong place. Thanks, just got to get the appeal in now!0

It is conceivable, but they must have handled a helluva lot of cases in one day, that the case number elements (last three digits) had run over to a fourth digit? More than a thousand cases in one day? I think not.

Dear POPLA,
I am the registered keeper of vehicle reg xxx xxxx and I contend that I am not liable for the alleged parking charge. I wish to appeal against the notice on the following grounds:
1) UNCLEAR, INADEQUATE AND NON-COMPLIANT SIGNAGE
The alleged breach took place at night time and any signs were not adequately lighted to be seen clearly while driving (and indeed were not seen by the driver).
Also, due to their high position, overall small size and the barely legible size of the small print, I believe that the signs and any core parking terms the operator are relying upon were too small for any driver to see, read or understand.
I contend that the signs on this land (wording, position, clarity) do not comply with guidelines and fail to properly inform the driver of the terms and any consequences for breach.
2) THE CHARGE IS A PENALTY AND NOT A GENUINE PRE-ESTIMATE OF LOSS
The car park is provided “free” to all genuine customers. The car was parked in such a way as to cause absolutely no damage or obstruction and therefore no loss arose from this incident.
In their response to my appeal UKCPS did not address this issue, and has not stated why they feel a £60 (now £100) charge is an appropriate pre-estimate of loss.
For this charge to be justified a full breakdown of the costs UKCPS has suffered as a result of the car being parked at the car park is required and should add up to £60. Normal expenditure the company incurs to carry on their business (e.g. provision of parking, parking enforcement or signage erection) should not be included in the breakdown, as these operational costs would have been suffered irrespective of the car being parked at that car park.
3) LACK OF PROPRIETARY INTEREST & NON-COMPLIANT CONTRACT WITH LANDOWNER
UKCPS' lack of title or assigned interest in this land means they have no legal standing to allege trespass or loss, if that is the basis of their charge. Nor do they have the legal status at that site, which would give them any right to offer parking spaces on a contractual basis, as they are not the landowner and I have seen no evidence of a compliant contract with the landowner.
4) THE NOTICE TO KEEPER WAS NOT PROPERLY ISSUED
The Notice to Keeper fails to state the period of parking and also fails to inform the keeper of the arrangements for the resolution of disputes or complaints that are available.
Contrary to the POPLA rights of appeal available to myself as the registered keeper, the section 'Appeals Procedures' wholly misleads the recipient. It wrongly informs me that I can only now appeal if the vehicle was stolen.
5) FAILED TO COMPLY WITH INITIAL REQUEST FOR A POPLA CODE
I contacted UKCPS following the Notice to Keeper and clearly stated that I denied all liability to their company and required a POPLA verification code for me to appeal independently. UKCPS ignored this requirement. They therefore failed to comply with the BPA Code of Practice.
I respectfully ask the POPLA assessor to consider my points and order that this charge be cancelled.
