Paid congestion charge but still issued PCN

Hi, Thanks for taking the time to read this. I'm at my wits end.
We drove into London on 24/12/2013 and paid the congestion charge online the same evening. Then we moved house, unfortunately forgetting to change the address registered with the DVLA.
A PCN was issued to our old address which we never got. Then a charge certificate was issued for £202 which we did get from our old flatmate.
I immediately wrote to TFL, with proof of payment (credit card statement) and they've just written back saying there's nothing they can do, it's with the Northampton County Court, and it's close to being handed over to the bailiffs. This has just been confirmed by a TFL employee on the phone (who probably wishes he'd never turned up to work today).
I'm going to ring NCC tomorrow. However, if they can't do anything, I don't know what the next option is. All of this was caused by their systems failing (ie, it took the money, but never marked the record as "paid"). It should never have got this far and I'm absolutely fuming. I'm considering taking legal action, but first I wanted to canvas opinion on here, if possible.

Proof needs to be submitted to the court, and a formal complaint to TFL.
It may also be worth writing to your MP, as whilst I can't speak for others, mine loves dealing with things like this, and it often gets results.
