I posted earlier that PCM have started to go down the Contractual Charge route. Now we know why. They appear to be the latest company to leave the BPA and join the IPC!

Their website still mentions being part of the BPA but having checked out a recent letter they have the IPC logo at the bottom.

Has the BPA recruited any new members since the IPC became an ATA?

Well no new signs where we live yet, but that didn't stop PCM rejecting a neighbours appeal and stating that the charge wasn't about a "pre-estimation of loss" and then waffled on about a contractual charge.
Of course the signs still mention "failure to comply" and the ticket still mentions "breach" so it was always going to be an easy win. Interesting that the "you've won" correspondence did not go into as much detail as POPLA.
"Thank you for your appeal to the Independent Appeals Service (IAS). We have received the outcome and the IPC can inform that your appeal has been successful. This means the operator has cancelled your parking charge notice. As the PCN has been cancelled no further action needs to be taken and the case has been closed."0 -
Well done - the IPC don't allow this business model so PCM were always going to lose in trying to allege 'breach' as soon as an appellant mentioned it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
