UKPC Parking Charge - do I have an appeal chance?

I parked in a UKPC car park in Bury, Lancs last Sunday am. I was meeting my daughter who had been for a sleepover. As she was late I decided to browse round Halfords and Home bargains instead of sitting in the car. I left my car at 10:30 and returned at 11:20 to meet my daughter to find a ticket stuck to my screen.

The ticket I received stated that the car was first seen at 10:31 and was booked at 11:04 on the basis that the attendant believed I had left the site. The signs on the car park stated that I could park there for up to 2 hours as long as I stayed on the retail park which I did!

I appealed via their website as soon as I got home and today I have received correspondence asking me to provide receipts. As I didn't buy anything I don't have any receipts!

Any advice on what to do next. I am loathed to pay £60 for an hours stay and to rub salt on the wound as I was reading my ticket the people parked opposite me returned to their car have been shopping in bury town centre -they had left the site and hadn't got a ticket!

    of course you have reason to challenge this ticket

    all explained in the NEWBIES sticky thread at the top of this forum

    just because you broke a silly rule about not leaving the site doesnt make you liable

    they break the rules all the time , on not a gpeol , no contract and bad signage , which is what you appeal on after you get your popla code

    Fairly obvious, you just reply and say any purchases were in cash and no receipts were kept as you were not expecting a fake PCN and you were on site in the Retail Park. 'POPLA code or else.'

    Read the NEWBIES thread at the top of this forum, all the acronyms like POPLA are explained and links show you how to win an appeal (every time). You seem to have missed the advice there, because you appealed too soon, may even have given away who was driving which wasn't a great start if so. But you can still win at POPLA with our wording (nothing about whether the driver went offsite or not).

    A normal scam by the loathsome UKPC attendants who rack up a bonus on the number of fake tickets they issue.
    Of course he has no proof you left site (you didn't) why would you even consider paying, and when was the law passed that you must buy something from any shop you browse in?

    Follow the advice on here and you can actually turn the tables and cost the scumbags money.
  • Hi! I had the same problem at the same car park - and today they allowed my appeal. I basically followed the advice given on this forum. It's a bit of a rigmarole, but it worked. Halfords were very helpful, and offered to check CCTV footage to prove I had been there. Home Bargains were not interested. Also, I pointed out that the signs were slightly changed a few months ago (October) to say it was not permitted to leave the site, but I hadn't been aware of the change. Not enough space here, but if you'd like copies of the letters I sent, contact me on bjemblem@yahoo.co.uk.

    I would remove your email addy and use PM as robots pickup emails to dispose of their junk.
  • Thanks for the advice. Just drafted a letter using template and stating
    parked correctly, as shown in their photos
    did not overstay the maximum 2 hours, the notice states 33 minutes between the first seen and booked times
    their is no charge to park for 2 hours so they haven't lost any money
    their signage is poorly displayed
    signage doesn't mention that you have to buy to prove you were there!

    Will wait and see

    And ask them to provide POPLA Code.
