Parking Eye Fine - Didn't actually park

Hi, I received a phone call while driving and decided to answer the call in small open car park.
This was on a late Sunday afternoon and there was only about 2 other cars in this car park. I received a fee in the post yesterday from Parking Eye stating I had stayed for 21mins on private land (even though there's a sign saying "public car park").
Although reading their use of words on the letter, I didn't technically "park my car" as I was in the vehicle with the engine on and didn't stop the car in a marked parking bay. The images only show me entering and exiting the car park, it does not show me parked in a bay, leaving my car, or causing any obstruction for other users - I even remember rolling forward a little to allow a lady extra room to leave.
I will take a look again tonight, but I do not believe there was any signs saying there is an enforceable penalty notice, and there was no cost of this penalty fee shown at the entrance.
Also I don't know how they can even record whom paid and whom did not, there was no meter just something called an "Honesty box" beside an empty cabin where it looks like someone would normally be taking payment.

If I was to go down the appeal route I understand I may have a case as they cannot really claim any losses to them, or the land owner. I'm worried the £60 fee will go up to £100 if I don't receive a response in an adequate time frame.
The £60 fee is not a great deal to me, but I feel scammed for the sake of £1 for staying 0-1 hours.

just forget what happened and deal with it by appeal as per the NEWBIES sticky thread at the top of this forum
they will probably reject the appeal, and SHOULD give you a popla code, then you prepare a standard POPLA appeal and win at popla (or they will offer no evidence to popla and you win by default0 -
If this car park services a retail outlet it could be one where you need to input your VRM in-store to 'prove' you were a bona fide user of the car park.
No worries, this is easily dealt with, provided you work within the timescales given by PE (not that their timescales have any statutory underpinning, but it does save a lot of potential 'messing about' from PE if you follow them).
