PCN arrived more than 14 days after Contravention date

First time on any kind of forum so sorry if I've broken any rules, I'm not up to speed with threads and what not, but would be grateful for a bit of advice.

I got a PCN in the post from Excel for parking on a Sunday (6th April) without a ticket.
It arrived sometime over Easter but the issue date is the 17th April as is the postmark. Having read the POFA 2012 it says it should arrive within 14 days of the parking period and if posted it's presumed to have been delivered on the second working day after the day on which it is posted; and for this purpose “working day” means any day other than a Saturday, Sunday or a public holiday in England and Wales.
As 18th April was Good Friday and 21st Easter Monday, I think that makes it late. Does this mean I still have to appeal to them and put this in the appeal?

    Dates are important in the context of PoFA 2012 (the LAW!), but no one really gives it much credence - PPCs, the BPA, the DVLA, POPLA, county courts - as far as private parking charges are concerned. Sad, but true at the moment.

    So you need to tackle this on issues that DO count in the weird and wonderful world of private parking:

    1. No GPEOL
    2. No locus standi
    3. Signage

    Thanks for the quick response, looks like I've got some reading to do.
    I'm going to use the draft appeal letter and include the date business. I suppose it's also worth contacting the shops where money was spent to see if they'll do anything.

    Indeed it is worth complaining to the Store Managers, and the Centre Manager (Google the name of the retail park).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
