    Hopefully the info below will help to re-assure you

    I've dug out the paper work for an appeal against a UKPC charge I helped my niece do recently.
    The Notice to Keeper was dated 33 days after the alleged event and it gave the keeper 28 days from the date of issue of the NtK to submit an appeal to UKPC.

    You have overlooked one important difference, and this is simple:

    Which? are telling the driver how soon to appeal, when they get their Notice to DRIVER. Obviously that's very basic stuff, anyone could read the deadline on any PCN!

    BUT:

    We tell the registered keeper to wait, then appeal when they get their Notice to KEEPER. We easily win all POPLA cases that way. Don't appeal early, and don't appeal as the driver!

    Hi guys, I am a newbie, so please forgive me - I have been studying this topic for few days now, but can't find an actual explanation why do we need to wait for Notice to Keeper? As I understand PCN will reject appeal anyway, why can't this be started earlier?

    Hello MSE posters . Just to recap , I got a PCN from UKPC and appealed that 1) Only one sign on client's building and this was obscured by a wooden structure anyway ( not following BPA code of Practice ).
    2) UKPC submitted a badly distorted image as photographic evidence .
    3) There were factual and straight-forward printed errors that cast further doubt on their case as reliable and professional operators.

    The crucial line on their reply reads as " we have decided in this instance , as a gesture of goodwill , that the Parking Charge will be cancelled due to an administrative error "

    Their " administrative error " was to try and bully me into paying without protest . An additional sign has now been fixed to an additional , more visible wall but it is still not readable from the road.

    So, as others have commented read ,re-read . :: check , double-check .

    Thanks to all who have supported and advised on this appeal , I am though , still annoyed that this has cost me a considerable amount in time and materials . Has anyone tried to claim this back because of their admitted " administrative error " . Small Claims seems to be an option .

    "Administrative error" seems to be their standard excuse when they cancel.
    My niece got the same flim flam when they cancelled a charge I helped her appeal.

    Well done - you can help others and drop UKPC in it, by emailing a complaint to the BPA that UKPC are/were enforcing in a car park with inadequate signage. That's a sanctionable breach of the BPA code of Practice.
