MPN parking ticket

Apologies if this has already been addressed in an older thread, a friend has been given a windscreen ticket from Northamptonshire parking management ltd or NPM. They say they are a member of BPA and they can request keeper details from DVLA.
They say you can appeal to POPLA and that the parking charge has been lawfully issued and the collection procedure will be processed in accordance with the administration of justice act 1970 no other laws are cited. Oh and 2 other cars were parked either side of the car were not ticketed as the cars were occupied by the drivers and the friends car was unoccupied so was a sitting duck.
Any advice is appreciated

Please have a read through the NEWBIES sticky thread at the top of the forum index, one page back. This is the most comprehensive online advice on how to deal with a private land parking charge.
If there's anything not clear from that, do come back. And as a bit of initial advice, forget the 2 other cars not ticketed, your 'story' is wholly unimportant - this isn't meant to be a harsh comment from me, it's just the way this stuff has to be dealt with - on legal points not on mitigation (your story). All revealed and explained in the NEWBIES sticky.Please note, we are not a legal advice forum. Thanks for the reply. I did look at the sticky at the top but alas it is all foreign to me, might be the time of night or just my age I just do not understand it and I did read them so any advice on this company would be very gratefully received.0

If you think you aren't going to be able to cope with this on a largely self-help basis then there is a new Appeals Service that will do everything for £16, with no further hassle for you. Guaranteed a successful outcome, or they pay your PCN.

Have another look. How difficult is a pictorial flowchart, a simple 'walk through the process' (the first 2 links there) and a template appeal to copy & paste? Don't be put off because it's a long post. We cannot spoon feed people through it - come on, you can read that thread or a friend can read it for you - but if you want to pay £16 to be spoon fed that's your choice too, as above, and it's a service run by reputable people, a service that suits the terminally lazy or people who can't read. I am sure that doesn't include you and I am not saying it does.
Please re-read the NEWBIES thread and use the template first appeal. Easy.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
