Shell Visa Credit Card

I am having great difficulty getting Shell Visa (Royal Bank of Scotland) to reply to a complaint I sent about a mistake they made in setting up a Direct Debit.
Is there an authority that I can write to in order to put pressure on Shell to respond to my correspondance please.
Any help with this will be most gratefully received.
