Signing in to Win 8.1

I recently rebuilt my laptop - using Windows 8.1 refresh and ever since I did that, I have had problems whenever I switch on the device (either from "cold" or a "warm" wake up from hibernation)....I am forced to enter my Hotmail password ..
I have checked that the NETPLWIZ settings are unchanged - and it is (still unticked) - yet I am forced to input my Hotmail password, before I can access it)..... why ?
The problem may be that "my edition" of Win 8.1 does not have the LUSRMGR.MSC available
Why would this be ?
