DLA and TC - would they backdate further ?

I am writing this on behalf of someone on higher rate DLA.
He has a 17 year old Daughter and has never heard of Tax Credits, yet would be entitled to about £150 a month.
I know he could backdate for 3 months, but would they make an exception as he is diagnosed with extreme Schizophrenia and does not have any backup from any authorities/advice in such matters?

http://www.hmrc.gov.uk/manuals/ntcmanual/backdating/ntc0110020.htm Exemptions to the rules are on the bottom of that page. In all honesty I would say - no harm in asking. States to following the 'Handling Complaints' link if it doesn't fit the criteria and wish to apply for backdating more than 3 months.
It may be worthwhile contacting his mental health nurse who should have been a bit more helpful really, my relatives who suffers from a 'similar' condition is great with things like that. Carers support services are usually good aswell when it comes to advice and support, particularly if his 17 year old daughter is his carer they may be able to offer her support.

Much appreciated for that. I just find it a shame that he had no idea about this, as most people are aware they are entitled to Tax Credits - well, Child Tax credits at least.
He said because he wasn't working (and you can't mention his illness.. as he hasn't got one) he didn't think he would get it.
He's a nice, mild mannered man who has had a rough time over the years, and struggles to do his best to bring up a bolshy teenager.
I will help him as much as I can to backdate, however, I know he will be overjoyed at getting anything to be honest as he has to top up his rent to his landlord which is a fair sum every month, plus he lives in a damp flat and his Landlord takes advantage of his unassuming nature.
