Webpages not responding

I can get Google up no problem.

When I click on webpages, the pages are just hanging, I keep getting a pop up at the bottom of the page """ is not responding.

Internet connection is at full strength.

Windows 7 with IE11

That is strange. Could be CPU. Have you tried installing Chrome or Firefox browsers (both free of charge)? It might be a good idea to test this just to rule out the browser as being the cause of the issue.

I had this problem on firefox with cache and cookies, so cleared them. Some time later it happened again and the old trick if clearing them did not work. The new issue for me was supercookies.

Yes, but still the same problem, I wonder if it's something to do with IE11

disable any addons (ie tools manage addons), scan with malwarebytes, check no proxy server is set (tools, internet options, connections, lan settings), clean temp files with ccleaner, reset ie to defaults under ie, tools, internet options, advanced. if you've installed a 3rd party firewall, disable/uninstall it
