SIP Parking - Advice needed

Hello,
I got a PCN last night whilst parking in Manchester.
I couldn't get a ticket as the machine rejected my coins, and PayByPhone gave me a message to say that the car park was unavailable (I have took a screenshot of the exact message on my phone). Stupidly, I still parked there anyway, and here we are.
I had a passenger with me who can verify the times of my stay, and who also watched me make my attempts to pay, and tried herself.
From what I've read on the FAQ, flowchart and other sites, what I've gathered is that because it is SIP, I shouldn't wait for the NTK, and that I should write as the registered keeper. However, in this situation, there is no way for me to argue this defence without also identifying myself as the driver.
I also gather that I don't have any legal reason why I can dispute the claim (As the car wasn't stolen, I didn't have a valid ticket etc). So it would end up being at their discretion (And something tells me that their discretion might be slightly bias).
Do I have a case for appealing this, or should I just suck it up and pay the discounted fee?

SIP are a small outfit who sometimes send out Notice to Keeper and often don't -by the time you find out that, in your case, they are not going to it's too late to appeal
So the advice is to appeal early as the registered keeper which you've discovered when you read the sticky NEWBIES thread

But you seem to have missed the bit that says Your circumstances don't matter and the template 1st appeal letter which applies in all circumstances.
So no need to include your 'story' - what matters are the legal arguments already contained in the template letter.
Have a read again - also follow the link to the flow chart for a route map of the process to follow.
Send off the template letter - from the post office (ask for free certificate of posting DONT send signed for or recorded delivery - they refuse to sign for them
When you get a rejection letter, which is the expected result - check it for a POPLA code (10digits) often hidden on the back with SiP - come back on for info and advice - also in the NEWBIES thread post #3 for doing a POPLA appeal - post up your draft for help fine tuning it - like this poster did who won against SIP at the POPLA appeal stage

Did you miss the fact in the NEWBIES sticky thread, that we've won 100% of POPLA appeals for a year? You will win too. Read the NEWBIES thread and start with the template appeal you found. Glad you spotted the info about appealing early to SIP otherwise they give people a real runaround.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
