VCS parking charge.

Good morning,
Hopefully someone will be able to advise me as to how to proceed with my current situation.
My girlfriends car was issued with a PCN by vehicle control services in a visitors space at the flat complex where we live. These spaces are not subject to any restrictions outlined on there signage and are often used by residents with second cars.
After reading the FAQ section we drafted a letter as per the guidance written in third person and not outlining who was driving. VCS have now replied saying as the PCN is with the driver they were not able to answer any of the requests made in the appeal. They have outlined our options as follows:
1) inform the driver to appeal directly
2) send a signed letter from the driver stating they are happy for us to represent them
3) pay the £100 charge.
They have given us 14 days to settle this matter "as an aft of goodwill" but state after this the right to appeal may be lost.
We have absolutely no intention of paying this charge and will collapse the full appeals process if necessary. Currently however we seem hamstrung slightly in terms of how to proceed without naming a driver.
Any advice would be gratefully received.

Another reworded attempt to get you to name the driver.:rotfl:
Complain to BPA as advised and write to VCS to say accept appeal and send POPLA code or cancel. Then usual rules, appeal starting with GPEO then :beer:0
