I can see nothing in the regulations which say that vouchers are classed as income.
As for a loan then this would not be counted as income but would be investigated as capital if it appeared on your bank account.
Need more details about the loan. Would it take you over the savings limit?
I know for HB purposes gifts are not taken into account. However, it seems from previous enquiries on here that it would likely be investigated and evidence of the money and where it came from would be required.
Presumably a loan has to be repaid - is there going to be a written agreement about this?
Usual advice is to prevent possible hassle it is better to try and work this another way without the money actually 'hitting' your bank account.0
