paint cracked

Our paint is cracking and peeling in places up the stairs. There was paper over the walls and when we ripped that off, the plaster had been previously painted but flaked off very very easily.
I scraped most of it back then it was mist coated and two or three proper coats. However, the more stubborn bits of the previous paint are where the cracks are. So after we have works done, guess I'll be scraping it all back, sanding, mistcoating patches and repainting the lot (and it's a double height stair well too!)0
