PCH or lease on low mileage used car

Can anybody make a personal recommendation for a site or company specialising in 1 - 2 year high milage pa leases of 1 - 3 year old cars ?

I have searched online and found several, but they all still have that 'dodgy used car dealer' feel to them, so I'm hoping for somebody with their own recent experience

(Looking for diesel car, to run 30k pa instead of company car, must be under 4 years old at all times)

The lease companies get massive discounts why would they want to risk getting repair bills on a used car?

Are you not better taking out regular finance on a low mileage 2 year old car, then trade it in for another low mileage 2 year old car in 2 years (when it's 4 year old with highish mileage) rather than leasing it? If you're doing huge mileage the leasing costs will be equally bad, and at least you'd own it and wouldn't be penalised for every scratch.
