Online Gift Card

Hi
I was wondering if anyone could offer some advice on Monday morning I purchased a £15 gift card online for my cousins birthday. I paid for this though pay pal and was sent a confirmation e-mail to say the order was been processed.
When I did not receive the gift card to print out I rang the company and was told there systems were down and they would call back later. When I did not hear from them I called the next day and was told that they could not find any order placed by me at all.
I have checked my pay pal and bank account and the money has gone out. I have given them all the information they required but they are still not sorting things out.
I have spoken to pay pal and they said they cannot do anything because it is not a physical purchase.
Any advice would be well come please.
