UKCPS Court Claim Trashed By Judge

How does a case get to the High Court? Does it have to be the claimant that initiates that or can a defendant?
Obviously, as PPC is never going to risk a binding decision that may go against.
As I understand it it would take two appeals to get above the County Court. Obviously the loser can appeal, whether claimant or defendant (subject to being given leave).
However, no PPC would be stupid enough to do that. And it would take a defendant with deep pockets and large cojones because once you start appealing you are into unlimited costs territory.Je suis Charlie.0 -

And you have to get leave to appeal, which can be a challenge in itself.0
