    ignore
    or
if you were not the driver write to PE advising them of such and to refer the matter to the driver

If the OP does that, the letters demanding payment and threatening all sorts of impossible repercussions will almost certainly continue for anything up to a year, because they will keep on asking who the driver was.

Ignore and they will cease after the 4 or 5th letter after only 4 to 5 months.

    not necessarily
there is evidence that some PPC's who are notified that an RK in Scotland was not the driver cease communication to the RK

I stand corrected - that is good news.

Any chance you know which PPCs they might be?

The charts in the pepipoo link don't open for me.

For me neither - they return 404 Not Found when trying to open in a new tab.
