Ah ok I see... thanks... It seems they are making this rubbish up as they go along.
Would it be best to notify them who the the driver was (i.e. me) and then appeal on the basis of being within the 14 days again?
(with that in mind I was of the understanding that I am not going to have to pay this anyway - £60-£100 for 11 minutes waiting in the car - is there a chance I may have to pay? lol)

I'm sorry. I really don't understand the question. Where has 14 days come from?
The options are:
1) Your brother appeals as registered keeper, but as he has missed the deadline i'm 99% sure that they won't allow the appeal and they won't issue a POPLA code; or
2) Your brother names you as the driver. They then send you a PCN which you appeal, and if you follow the templates and advice on this forum you win.0 -
You wait until they write to you as the driver then appeal.?though it's likely that they will try and say it's too late to name the driver, that's not true of course as pofa 2012 doesn't say no such thing. This is a made up rule like the rest.
If you write to them make sure to get a proof of postage from the post office though.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.

What I was referring to is that if I name the driver as me they would send a new pcn (I am guessing) and then (in theory) I would have 14 days to pay the reduced rate.
Yesterday (Wednesday) was the 28th day from the day that they issued the ticket (a week later than when I allegedly committed the contravention) but I obviously didn't receive until a few days after the date.
28 days from the day that I received the PCN is probably in a few days. Do you know if it is 28 days from when they send the ticket to you or 28 days from when you actually receive it at your door?
Either way from what you guys have said I will name the driver then go through the appeal process.0 -
Each PPC will make up their own rules. Some will say it is a strict 28 days from the date of their Notice to Keeper. Some will include a "given" date which will be a few days after to allow for postage. They all really just make it up as they go along. These are not honourable companies you are dealing with!0

Why are you concerned about the reduced rate they may or may not offer? The whole point of this is so you don't pay them anything ! So it makes little difference what kind of discount they give in this scam.
If your brother names you, then you wait for the demand addressed to you and then you appeal in their arbitrary 28 day period. They either accept or reject within 35 days and depending on that you go to popla, there we can help you with the wording of appeal.

Really unsure why this thread has got to 19 posts and yet everything in it is already in the NEWBIES thread, including the template appeal to which uklondoner said 'wow' even though surely you'd already seen it in the NEWBIES sticky? I don't understand the need for more questions when you've seen the sticky thread. It's not perfect and it's long but this is ALL covered. Naming the driver is stated as advice in the NEWBIES thread too - in the bit about 'too late to appeal, you think?' which includes a link to a thread showing you a letter for that purpose (naming the driver).
Just thought I would mention it before you ask for a letter for that purpose!
