You don't "register a property for business use". Depending on its previous use a building may have planning permission for business use. If not, or for a different type of business, you need to obtain pp or a regularisation certificate, which may not be granted. If pp is granted then the building will probably be subject to business rates.

If you could give us a bit more info, type of business, size of building etc, it would help.
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

If that is the case then you probably mean that you are not paying rates of any kind, whether residential or business rates.

Can you move somewhere temporarily until you find out if you have Planning Permission to use the property for business purposes?

BTW a lot of people work from home and usually they do not need Planning Permission for doing that if it is just using a laptop in a spare bedroom etc. so it is possible you do not need to have Planning Permission or pay business rates.
