Spyware issue

Hey
I have some sort of spyware of Malware, and it seems to be blocking access to some programs
When I open Avira or Malware bytes is Normal Mode I get the following
"This program is blocked by group policy. Please contact your system administrator"
I have tried and tried to find a solution, to no avail so far,
Please can somebody help me
