UKPC parking ticket

Got a parking ticket at a local hospital monitored by UkPC.
Didn't have the correct change for the machine so went into the hospital to get some, but was running late for appointment.
Long story short, I got change after my appointment and bought a ticket on the way back to my car.
Ticket stuck to windscreen so I pulled it off and spoke to the parking attendant.
He snatched the ticket out of my hand ripped it open and showed me the time he first observed me and the time he issued a ticket.
He said that there was nothing he could do, as I had already bought a ticket, 3 mins after I had been issued the ticket, i told him he was out of order.
He screwed up my parking ticket and chucked it on the floor.
So when I got stuff through the post I ignored it.
At the stage of debt recovery plus writing I logged on here and saw that the advice had changed.
I sent the template to debt collector telling them I was disputing their penalty and to refer the matter back to the PPC.
I also sent the other template, appeal 1, to the PPC.
I appealed directly to the hospital too.
I recieved a letter back from debt collector telling me not to use online templates and get proper legal help, all on a letter with plenty of red on it to cause alarm and distress.
Some helpful advice would be appreciated.

Ignore DR+ and UKPC, but pursue your complaint with the hospital. Try the Patient Advice and Liaison Service.
UKPC has never taken anyone to court over an unpaid fake fine.Je suis Charlie.0 -
Just wait and see whether UKPC accept your late appeal - doubtful but if they do come back on and use post #3 on NEWBIES to get advice regarding a POPLA appeal - then post it up for help fine tuning
If not it's no biggie no matter how much scary red ink is used :eek:
just ignore.
UKPC don't do court - (obviously can't say they won't ever try and they have 6 years to decide but so far they haven't tried to )

I'll wait to see if UKPC answer my appeal.
The hospital have told me to take it up with UKPC, but I will definitely take it further.

Sorry, I forgot to say thanks for the help, very rude of me.
As for all the scary red all over the letter, i mentioned it so future readers can see what bluff and bluster they are in for.

You won't get a POPLA code from UKPC, you'll get a rejection lettter then more DRP/Zenith junk mail. The point of writing was to state your case once, and you have done that. See the reply I wrote in the link, post #4.
Complain to PALS, not to the Hospital, to PALS. This is covered in the 'Successful Complaints about PPCs' sticky thread which is one of those collated by Crabman in forum sticky thread #2. Several successes reported there already by people who have involved the PALS officer locally.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
