    Yes to the bold bit, regardless of whether you file a PCN.

    No to the non-bold bit. Whilst it may help you vent and get it off your chest, the PPC will simply put it in the circular file. Unless ... you put it in an envelope marked "Cheque Enclosed" and "forget" to affix a stamp? (So they'd need to collect from the sorting office, and pay to get it - postal cost plus a £1.00 admin fee). :D
