Hi there, I just received 4 separate parking tickets from the university carpark for not showing valid permits. I tried to search the web for some of the information but failed to gather any. Would it happen to anyone on here that has dealt with them before?
I know it is a new company, I have no idea about the methods they use to reclaim the fees and whether they are likely to take people to courts? Thanks

They are on the AOS member-list of the BPA. Was this in England / Wales?
You need to read the Newbies sticky at the top of this forum where you will be guided what to do next.0 -

Yes it was in england. I have read them and will appeal to popla as have been rejected by them. I was just wondering if there is anyone who has dealt with them and curious of how far they'd go to reclaim their 'fines'
Thanks for your prompt reply AoD0 -
Welcome.
As long as you follow the stickies, you will beat them at POPLA so they will never get a chance to take this to Court. I've personally not heard of them before, or heard of any court cases involving them.0 -
Hi and welcome
Try using the "Search the Forum" function (top right in green band on main page of this forum) for the University name - the more recent the threads you find the better but don't look at threads any older than 6 mths as advice may have changed.0 -
Reclaim the fees? what fees?
does the universality have a parking policy?
Does this policy mention anything about fines, penalties or charges levied as a deterrent? if it does then thats good and will help at popla.
Are you a student, employee, or visitor to the university? From the Plain Language Commission:
"The BPA has surely become one of the most socially dangerous organisations in the UK"0 -

I am a student at the university. The university is responsible for giving out the tickets but is not responsible for anything apart from this.
in quote of the university policy regarding parking notices
'Civil Parking Notice
One of the sanctions is the issue of a civil parking notice; parking on University property entails an assumed ‘contract of parking’, the conditions of which are stated on signage at entrances to the University and reiterated in the car parks.
Any breach of these conditions leaves the driver/registered keeper of the vehicle liable to the issue of a civil parking notice by either a parking warden or security officer. The notice gives the driver/registered keeper details of the breach and an opportunity to discharge the debt by payment to the managing company. If the debt is paid promptly (within 14 days) a 50% discount will be applied.'
As far as I know the university does not care about the tickets and therefore will not withhold my graduation certificate (but i still have another year to go) but they currently changed the managing company from Carparking partnership to F1rst Parking LLP 2013 which I am not familiar with.
All I can think of as a reason to appeal to popla is the 'invoice' they require is not a genuine estimate of loss of revenue and that they are not the land owner.0 -
Am I right in saying that you have already appealed each one separately and have a POPLA appeal code for each?
Also, how were you 'ticketed', were they attached to the vehicle or did they come through the post?0 -

Yes I have appealed each ticket individually and each of them is rejected. I do have a popla appeal code for each of them. It was attached to the windscreen each time as well so I cannot say I did not see it
To add on that, on the appeal page on F1rst Parking website I have to be identified to be the driver in order to be able to proceed the appeal. (well i was the driver so there isn't much grounds on this but I read being the registered keeper and the driver does have different effects)0 -
Ok, have a look at the Newbies sticky thread and the POPLA appeals templates. Use one of these which refers to No Genuine Pre-estimate of Loss, and remove any reference to ANPR. Also include an appeal point on the signage and no authority/standing.0

Just to add on the information this is what I got from them as a rejection of the appeal

It is the 3 point that is bit dubious that states I owe them money but not the university.0
