Just use that as an acknowledgement of receipt of appeal.

You could even complain to the BPA about their acknowledgement as it contains factually-incorrect info - you do NOT have to name the driver, and they MUST consider an appeal from a keeper.

I would complain to the DVLA, they will pass it on to the BPA but at least it will be flagged up as something they can't ignore.

I was issued a PCN for not entering reg in the same car park.
